The Cubs continue to stay busy in Asia (& Taiwan) by inking their 5th player from the island (including HW Chen, CH Wen (has been released), HH Tsai (had his contract voided), & YL Wang). Ping-Chieh Chen is the second player on the 2009 junior NT to sign with a ML team (joining Yao-Lin Wang). He received a ~ $300 K signing bonus.

(probably won't be able to stay at 2B, doesn't have good agility/lateral movement or range)
Best Tool: Speed - an above average runner - contrary to the reported 3.53 home to 1B time, Chen is closer to a 3.9 from the left side (slightly slower than CH Lin was at the same age). He has run the 60 yards in ~ 6.7 seconds. (Scouting scale for speed)
Needs to Work on: improving strength as he matures - has little to no power at this time
